Woody specializes in complex regulatory environments. His career was founded in urban and regional planning where he served at the local, regional and state levels grappling with growth rates among the highest in the country.
As the research director for the East Central Florida Regional Planning Council he managed the development of the metropolitan population and employment projections used in transportation and Section 201 and 208 water quality planning projects as well as parks, housing, aging, and criminal justice planning. He was project director for the regional economic base model developed as part of a state economic development program. The multi-county planning agency developed numerous intergovernmental arrangements that provided the institutional foundation for accommodating the growth over the ensuing decades.
Woody has extensive experience in eGov projects, and has led strategic planning initiatives and performance based budgeting for local and state governments.
