The Virginia Department of Transportation (VDOT):
Apportionment to Reimburse

The Client

In mid 2005, the Virginia Department of Transportation (VDOT) was reviewing options to replace its aging ERP system.  The new system was to provide information on the basis of which VDOT could be reimbursed by the federal government, and others, for the billions of dollars it spends each year on building and maintaining Virginia’s roads.

AMC Role

AMC Infomediaries, as part of a team led by Unisys and Bearing Point, helped VDOT to assess how well a PeopleSoft™ solution matched its complex needs, and how much it would cost.   A “fitgap” analysis was conducted using PeopleSoft Financials 8.8, Enterprise Performance Management (EPM) 8.9, and Human Capital Management (HCM) 8.9.  AMC reviewed and refined requirements both for federal reimbursements and billings, and for VDOT sponsored research, and mapped these to PeopleSoft™. This yielded a strategy to integrate VDOT planning and financial systems, using best practices with PeopleSoft™, to maximize the return of federal, state, and local dollars.

Lessons Learned

When significant gain is desired by an organization, sometimes it is not only technology, but also business process and working culture that need to change.  To make the gain a reality requires management commitment and a desire to change from all parties.
